I remember one session where some guards were chasing someone, and one of them apparently accidentally hit another guard, so that guard turned on that guard, and the other guards turned on [I]that[/I] guard, hitting other guards, and it basically turned into every guard in the city slowly forming a pile of corpses that I looted their gear from and sold at the nearest store.

This made me remember how much I hate the dull and plain appearance of the Imperial City.

I've always found Oblivion's AI quite creepy, specially the time when I had accidentally left my character standing idly inside of a town, causing the townsfolk to ocasionally stop, say something and keep staring at me until my character did something. As well as when two citizens greeted each other, said some of their "casual" dialogue, responding slowly to each other's statements, stop talking and stare at each other for minutes until one stepped away, without saying a word...

I remember in the Imperial City, I walked by an Orc and a High Elf. The conversation went something like this: High Elf: Greetings! Orc: Hello! High Elf: Do you think what happened at Kvatch will happen here? Orc: Sure! High Elf: Goodbye! Orc: 'Bye.
