While war is terrible and it should be wiped out, the reality of the world is that war exists and it's not going to stop over night. The best one can do at this very moment is try to reduce innocent casualties with more accuracy, if one were to abandon research into this sort of weaponry all together we'd probably still be carpet-bombing areas, causing untold numbers of civilian deaths.

Weapons like these prevent wars and lower the amount of death during a war.
Instead of clumsily laying down mortar fire over a broad area and hoping it hits your target, you can now hit precisely where you want it to. This means less bystanders are killed.
Then there is also the psychological factor, that there is a long range weapon the enemy has that can hit you with great accuracy. A scared army doesn't fight.

Works better in the long run. Cheap ammo will miss more and cause more problems while expensive ammo will cost more initially but won't encounter any of the problems cheap ammo costs

Not necessarily.
Let's say munition A costs $100 per shot, and takes an average of 5 shots to hit the intended target.
Munition B costs $150 and takes 4 shots to hit the target.
Munition A costs $500 per target, Ammunition B costs $600 per target.
The only way to tell for sure if it is more efficient is to run the actual math, including taking other factors into account(fuel costs to transport the munition, and other hidden costs).
And even if the more accurate one [I]is[/I] more expensive, it might actually be cheaper if it reduces the length of a war.
