Dunno about that but I've that alcohol wqs used to keep their armour from freezing up since the higher ups knew the troops would try and drink it anyway.
Those people are chronic alcoholics, a huge irreversible plague for Russia.
Such outcome is sad but not surprising for people aware of current situation with alcohol prices and uncover of black market manufactures that you hear about every week.

I can think of no legitimate reason why you'd have bath lotion containing such a high amount of alcohol (unless it's for cleaning the tub, i'unno), whereas it makes sense in hand sanitizer.

Plus these days I don't think anything uses methanol as a means to discourage people from drinking it; something that induces vomiting or just tastes dreadful like pyridine are more commonly used.
There used to be a homeless guy in town that would drink shit like that. Cologne, mouth wash, you name it, if it had alcohol in it, he'd drink it. Folks called him "Diesel", because "he ran on anything".

I've learned that oddly enough rum flavouring for baking contains more Alcohol then most rums, same with vanilla flavouring. When I used to work security I'd catch people stealing those for the exact same purpose.

When my father was deployed in Oman to help fight in the Dhofar Rebellion, it was well known that the Russians working with the insurgents would siphon antifreeze out of vehicles and make this fake vodka shit with it. Like BelatedGamer said, some stereotypes really do just write themselves.
