Well that smoke coming from the tires is them locking (when the wheels lock you're fucked for steering), so something like the throttle being stuck or just slamming on the brakes way too hard would be what happened.

No, they don't because it increases braking distance. A seasoned driver knows exactly how much braking force to apply so he doesn't end up like the guy in the video.
