Elton John or not, it's going to be a long, long time before Russia makes any progress.
This won't accomplish much, because Putin has already proven in interviews that his views on homosexuality are moderate when it comes to the general opinion among Russians. Possibly changing the opinions of a moderate man living in a culture that by and large hates gays won't do shit.
Even if Elton John got Mr. Putin sincerely changed his mind on this issue, nothing would change.
Mr. Putin was simply responding to overwhelming popular demand from the Russian people, demand that had already been building up for some time.
I wouldn't be surprised if Mr. Putin secretly does want to abolish the gay propaganda laws, it would earn him begrudging gestures of respect on the world stage and make it easier to promote a positive image of himself in the west.

You're partly correct, he's not particularly concerned of how he is perceived amongst western leaders and the western establishment.
But Mr. Putin does seem to have an inclination to create a positive image of himself amongst regular western citizens. Examples of this includes channels like RT and his Op-Ed in the New York Times. This seems to indicate a belief on his part that he can gain at least a respect if not admiration from the people of the west.
And he's not entirely wrong; a lot of people saw him as a rational peacemaker when it came to Syria, some see him as a heroic crusader against western imperialism, social conservatives admire him for obvious reasons and internet-goers see him as a total badass.
I think he does believe that he can cultivate a very positive perception of himself amongst the western general public, which in turn will severely hinder their leaders' ability to act against him.
I'm sure he would much rather not have these anti gay laws, but it's either that or get thrown out of the Kremlin on his ass and let some ultra-nationalist lunatic takeover.
