If he gets of the ground he can actually fly much higher. He's probably just testing it. If you're testing something like that you probably don't wanna fly hundreds of feet just yet. You tend to have better chances of surviving a failure from 3 feet than 300 feet.

Helicopters don't change in engine RPM to go higher or lower, they use the collective and pitch the blades to generate more lift.
