A bit of both, really.
From what I've seen of it (thankfully little), it's certainly not technically the worst ever film - Robot Monster, or a lot of those weird exploitation films are definitely worse. But, these days with social media a movie is not looked at by itself, it's taken in the context of what the actors/producers/directors say about it.
Ed Wood made some truly awful films (Plan 9, etc) - but he never went down in history as a jerk, only as an eccentric with no talent. So his reputation, as well as his current films reviews, reflect that (66% on RT for god sake).

Gotta love how the movie was released like halfway through November because they just knew they'd get crushed and ignored if it was released in December.

well they both suck but at least the X-men one isn't so heavily oversatured and overloaded with filters (or not as much at least lmao) it just has the lame orange/blue thing every action poster has... Saving Christmas' poster is an incoherent shambles w a very obviously photoshopped Kirk Cameron-- his forehead is literally 50% of his entire head
