I wouldn't call them terrorists.
Don't call them terrorists. You don't have to sympathize nor agree with them, or even want them gone, but calling these people terrorists only further removes meaning from the word terrorist.
They captured land and attempt to hold it, perhaps illegitimately, but without using means of psychological terror. There was no attacks on west Ukraine, there was no threats of them.
Occupants, sure. Terrorists, no.

If they did, it's not something they would be publicly known for or what would be their primary means of operation.
German occupation force burned down two villages in Czech Republic as retaliation for them helping guerrilla fighters, and nobody called the Nazi army terrorists, not back then nor now.
