This gen, PS3 only had one region locked game (persona 4 arena), some 360 games were locked to their region they were bought in (pal could only be played on pal, ntscu can only be played on ntscu...) and nintendo was region locked as well.
Next gen, PS4 won't be region locked, xbone won't be region locked, and nintendo still region locks :|

I know Sony has said that the PS4 will not be region locked. Whereas Xbox One is region locked.
So, unless you want the Xbox One you will have to shell out 1.2k :c (Unless Microsoft has back tracked on region locking as well)

whether or not nintendo continues region locking in the future doesn't matter because nintendo has had a much longer, much better financial track record than sony or microsoft when it comes to consoles and games
I got some interesting calculations out of this:
U$ 399 x 2,30 (current dollar price here) = 917,70 + taxes 70% = 1.560,09, price by sony = R$ 3.999,00
Trip to Miami ≃ R$ 2082,00 + console (399,99 x 2,30≃ R$ 900) = R$ 2982,00
So much for Sony wanting to "bring the cheapest console to Brazil".

It does though. Region locking in general is a pain in the ass, especially if the whole system is locked by it. If I ever moved overseas I would have to buy a whole new set of nintendo devices if I wanted to buy games without paying more each for importing.
Ask anyone else here and they'll tell you i'd defend nintendo all the way home, but even i'll admit that region locking is a dick move. It's not even a problem with screens like it was generations ago. It's purely software based locking. Yeah it stops people from importing for cheap when games get expensive like in australia, but you also have a whole host of games released in japan only that no-one outside can play outside of buying a whole different console.
It's not something that will keep me from not buying their devices, but it's surely annoying.
