Did the bus not stop at the rail tracks? The article says they're investigating, but also that the crossing has no crossing arms so I'm guessing the bus driver for whatever reason wasn't aware of the train and neglected to stop when he was supposed to.
Fucking drivers that ignore signs, I recent had a car wreck due to negligence. A Yield sign is there for a fucking reason.

This definitely sounds like the cause. They are supposed to ALWAYS come to a complete stop, turn on their lights, and open the passenger door to look and listen for trains. It looks like he got a little sloppy following this rule. And it probably wasn't the first time either. I mean, who would know? Its ND, there's barely anybody around.
