It means he used just as much oil as gas. With 2-stroke engines, you're supposed to use an oil ratio of 32:1. (32 parts gas to one part oil)

yes , more modern 2 stroke engines (like the one in Honda CR250) have auto oil mixing and its ratio can be up to 1:50
