The current situation is horrible, but NK wouldn't show that kind of national "weakness" unless they knew it was a "live or die" situation. That being said, a lot of people are going to continue dying before that happens.

Other aid such as tractors for agriculture are accepted even though they tell the rest of the world they are entirely self sufficient.
