Realistically though most manufacturers will just have directional speakers to avoid the sound entering the cabin.

In fact, many of the cheaper EV's are recommended by the manufacturer to be fitted with the most quiet tyres available because the lack of sound from a internal combustion engine makes all the other noises much more annoying. It'll have to be loud enough for the blind to hear them, and they'll probably experiment to figure out the right volume Honestly streets already are pretty quiet except for a few douches
