there's a difference between looking and staring. no one will complain about you stealing a quick glance (everybody does that), but when you start eyeing someone up and down for more than a few seconds it's understandably uncomfortable for whoever is on the receiving end

depends on how you classify sexual organs
breasts are erogenous zones, a part of female hormonal development, and are heavily affected by reproduction; plus, western society has sexualized them for quite a while now
in terms of how much breasts are a part of sexual development and reproduction, they are just as much sexual organs as the dick is, they just dont produce gametes (obviously)
