The example is explicitly Bush's, but the comments are obviously intended to be relevant to today's America
Honestly the past couple decades the US/western world has been winning mad rounds in this global boxing match against Russian domination. But this recent infomation war has been a god damn T.K.O on the U.S. Russia can just sit back and watch Trump's adminstration fuck up the entire country in almost all aspects without a single bullet being fired. Not to mention Brevit's disinfo.
Who ever behind the scenes in these secret russian intelligence groups must have an entire shelf of medals at this point.

russia isn't competently run enough to orchestrate massive disinformation campaigns that work
for all of the work of the soviet union (who invested so much time and money into it), they ended up collapsing and the USA won the cold war. if america is losing now - it's not because their rivals are more cunning or manipulative - it's because america's in decline

Well, you say they aren't, but it seems to me to be exactly the opposite. Fake news work. Russia has shown it in Eastern Europe (I witness it on Facebook and on the news all the time here, I'm sure other FP members in these parts of the world have felt it.) Trump does it every time he opens his mouth. UKIP & Co. showed it in Britain.
You don't need a complicated operation to do it. A dozen of geeks and a ton of bot accounts does the trick.

if all you need is a dozen geeks and some bot accounts it tells you a lot more about the weakness of the west than the strength of russia

NATO and non-NATO European countries all mostly agree that Russia has an expansive, well-funded disinformation and cyberattack apparatus that it uses against a variety of targets. Just because they might have the edge in this regard for now says nothing about a decline in the West. Presumably when the Russians put a man-made object into Earths orbit for the first time that also showed how weak the west was. I also find it interesting that you categorize America as "weak" and "losing" until it comes to defending Donald Trump, then you praise it as a functioning democracy. Which is it?

since when did i praise america as a "functioning democracy"
the point im making is that the problems in the west are likely much more internal than the cause of russians systematically trying to dismantle western civilization through means that didn't lead to the overthrow the west in the 1950s-1980s (when Russia had greater resources, reach, influence, allies, and more overt hostility to the west)
its ludicrous of people to claim that, upon the loss of brexit and the US election to trump, that somehow its all the russians fault and that they are to blame for the general public loss of confidence and trust in just about every institution that's been going on for years

The Soviet Union likely wasn't as successful because they didn't have the incredible tool for anonymously disseminating information across a huge population as they do now- the internet.
The means to spread incorrect and half-correct information at such a massive scale and quantity as they (presumably) are now simply did not yet exist.

It's difficult to counter stuff like fake Twitter accounts, Facebook pages and users. The onus is on the respective companies to solve it as well, which we have seen recently.
Big words from a man who can't tell Russia from Ukrane.
