How many contained incidents does it take for it to be recognised as a trend?

Well in that case rate me dumb.
I've looked at some of our crime statistics and as far as the data went, it was evident that migrants are more multifold more likely to commit crimes (don't remember exacts, pressure me and I'll dig up the data again), varying geographically, correlating with low income, differing culture and generally unsure or distressing life situation. Emphasis on violent crimes. (North Africans being the riskiest group, while Oceanians were virtually crime-free, unknown sample size however :v:)
Yet, crime has been on average, and in most individual areas also been steadily decreasing every year since forever.
The intake of North African migrants has multifolded also, so perhaps we are experiencing an increase in violent crime as of now. It could also be that it's mixing up what's "normal and expected" violent crime.
Also people are kind of xenophobic by nature, even if not racist, so we're definitely seeing an over-exposure of "crimes by brown people" in news and social media because of the sudden influx of refugees that people haven't had time to adjust to, and thus become intimidated. It also creates uneasiness because between natives, you can usually look at people and see typical threatening or suspicious patterns, but foreigners have very different mannerisms and are much harder to predict that way. (which I believe might be the base cause for subconscious xenophobia)

Man, my Total War games tell me that different cultured cities will have more crime. I didn't need no fancy smancy statistics to figure this situation out.
