Same thing lies with BART systems in San Francisco. They build them strong enough that they don't break there, but it will be incredibly expensive to do the same on such a massive scale.

The maintenance costs alone for an above ground highway across the ocean in cold weather would be massive. Ice + salt water does not do good things to concrete and steel.

It would connect the continents by land and develop the thousands of miles of uninhabited wasteland, it's not only the tunnel too, it's a major network of railway on both countries.

It wouldn't be in the ocean. It would be under the ocean floor.
