Wait why would anyone want to buy it, when they then have to pay to have it scrapped and dismantled? It's essentially a money sink.

Sounds like you buy it and scrap it yourself, the materials belong to you, and you can sell them to different companies like manufacturing. All the stealth tech and electronics have probably been removed. The hull is probably the only thing for sale.

If they want it scrapped so much, why dont they just do it themselves? Besides, how can they force the buyer to scrap it unless there's some law which forces the buyer to completly obey the sellers demands for buying the item.

they made it seem way bigger in the movie if i'm remembering correctly. I mean there was a huge open factory like place full of catwalks where bond was killing yos.
They've been trying to sell this for the past couple of years. No-one's put any offers in, so they've come up with this new idea of scrapping it at a much lower price, in order to entice more bidders.
Drug cartels will buy it. Imagine smuggling cocaine in that!

I saw a ship like this at a navy base, I'm still not sure if it's the exact same one though... Is there only one design like this?
