A truly powerful and respectable leader would be open to criticism and insults, able to lead without it being a hindrance and above sentencing someone to jail for doing it.
Putin doesn't strike me as weak so I don't see this being an actual thing.

please, these days there's hardly any country that doesn't censor criticism of the government, even Obama has used the 1917 espianage act against journalists before. Its really really really sad that we're back to basically feudalist times in this respect, hopefully someday we'll get past this

No, I'm doing a comparison of governments that do the opposites of their names. Hitler's germay wasn't very socialist.

Actually technically it was. The idea of the socialist part in national socialism is that the government has full control of industry. While private companies did exist in nazi germany they could be requisitioned at will by the state, which is what comprised the socialist side of national socialism.

Tbh though, nazi Germany was one giant military industrial complex, the only corporations allowed to function independently were usually controlled by some high ranking official, and were only in existence to produce something for the military, or something desperately needed for the civilian sector, they never really had an economy, but massive wealth requisitioning and plundering the anexed regions managed to provide enough income to restart things enough to get their warmachine building
The officials should put themselves in prison, because they are the real insult.
The bill has no sense because codex already has the sentences regarding offenses and slander.
If it gets accepted it would be another dirty mark on russian laws
