Cut the hair shorter, remove the sunglasses and wear some manly clothes and he would be ok. I think it's a guy who wants to be a girl, he has no real proof that he has a male or female genitals so he can pretty much be anything he wants with some makeup and whatnot. The small head and thin-ish layer of fat around his face kind of make him look female as males generally have more bony rugged faces. He could also be a odd mix of Asian American.
