I'm a huge fan of cats and all but I think it's reasonable to try and get the cat to go away in a non violent way (kicking loose snow at the cat) to prevent it from injuring the dog or vice versa.
Or maybe it's always there teasing the dog making the dog bark non stop.
Just spray it with a hose. That's what we used to do, when the stray cats in the area wanted to shit and piss in our garden.
