If the numbers correspond with the letter of the alphabet, which it looks like they do (they're all under 26) then it might be that you have to solve it, then it's an anagram.

Elexar, I already said I tried every one of those ciphers from -16 to 16 letters ahead and behind. I am sure this cipher needs a keyword to figure out or two numbers. Other than that I can only guess.
