I tried running the roman ROT cipher code over every letter and in reverse also. I can't seem to find any matches but this code has more vowels. If the numbers correspond with the letter of the alphabet, which it looks like they do (they're all under 26) then it might be that you have to solve it, then it's an anagram.
It may be a Vigenére which requires a Password or a Key Word. Any clues? Elexar, I already said I tried every one of those ciphers from -16 to 16 letters ahead and behind. I am sure this cipher needs a keyword to figure out or two numbers. Other than that I can only guess.
number 8 is probably the letter 'o'
8 is a vowel.
Got a hint from the person: Every number stand for a letter (no shit sherlock) And 3=c
what about 1=a 2=b 3=c 4=d 5=e etc.
