HEY GUYS I KNOW NOTHING ABOUT CATS OR THE CAT IN QUESTION, BUT I'M GONNA SAY THAT THE OWNERS ARE WORSE THAN HITLER
The cat was just fine. Jesus people. If you put ANY animal in water, it's going to look for a way out, the cat wasn't struggling and this wasn't some sick amusement. The owners thought it was cute and unique. They don't deserve a fine for animal abuse because their cat knows how to swim. Sweet fuck Facepunch, grow a pair.

Seing as the cat was desperately trying to leave the water, it would suggest that it does not enjoy being in contact with it. The owners threw it in constantly.
