It sounds like the original audio of the cartoon was replaced with audio of an abuse film where a drunken man beats a woman and a child.
I think this was originally a slovakian show, but somebody from czech redubbed it
Also I can't understand 70% of things they are saying (the 30% I can understand is swearing)

Ehm... I'm Czech so I can clear out this mystery.
I have no idea what the show is, don't remember it as a kid. As for the dubbing, it's definitely not for the show. It's a recording of some old Slovakian man that swears a lot because his wife doesn't have an onion (and other things). It's ridiculous (not sure if acted or real) and I think a lot of Czech and Slovakian people know the recording.

Thats slovenian actually, Im fluent in it because both of my parents are from there. It always blows me away when I find stuff in that language because it is such a asmall country. :v:
I have watched this show as a kid, it was in finnish language though. :o
