Because it was a joke between friends? If you caught your best friend jokingly egging your house would you call the cops on him and have him arrested or would you handle the situation yourself?

Egging homes will actually get you criminally charged for either misdemeanor or vandalism if you break a window or damage anything. If it was a civil thing, then the cop could just choose to not press charges.

This is a REALLY dick move actually. If you would let your friend egg your house and not make him pay for it somehow, then you're just a bitch. Why would you slap someone on the wrist for defacing something you have paid hundreds of thousands of dollars for?

In the United States we have something called police discretion. Things like this would fall under the realm of police discretion of whether or not to arrest the suspects.
While the state is always the one to press charges in non civil cases, for cases like these the victim would have to admit to being a victim for the crime to even exist. If friends egg your house, it isn't a crime unless you say the egging was unwanted.
Then the prosecutor can choose whether or not to press charges based on how much evidence is present and how much in the way of resources they believe the case to be worth.
It is pretty unlikely to get charged for egging the house of a friend.
