You can't really "remove" nations from the UN, even north korea has observer status. I think the absolute worst would be removing them from the security council, but that may not be possible since they are sort of an integral part of the "big five"
I don't think the UN is really in the business of being an exclusionary group, it's inclusionary, that's it's very purpose. If all of Russias diplomatic outlets were completely severed from all other nations, it would probably just hasten Russias current state of militarism/xenophobia.

Severing all diplomatic ties is something closer to booting out their ambassadors and embassy staff from your country, and withdrawing your own ambassadors and embassy staff from their country.

Had to remake this since it blankedited. And reading down a bit, it's not just the Obama - Putin thing. High level diplomatic communication is pretty much stalled completely.
You are right, though. I overstated it.
Mind you, the embassies are all still functioning, and most of the disconnect is on personal high level.
