I love how he even said Chavez's ghost appeared in front of him whistling and used that as an argument for people to vote him.

The only important thing he ever did before getting in the government's bandwagon was being the president of the caracas' bus drivers trade union, which was of course, of left tendencies. He was also apparently born in Colombia and received training in Cuba.
Also this whole article is stupid, the way he said it sounds like a colloquial expression if anything. Many things get lost in translation.

Nope, this isn't slang, this is directly something he made up. It's not slang in Amazonas nor has anybody ever said this before.
