Perhaps that reason is because the 360 didnt sell well in Japan? If you see how many 360s were sold in Japan you can see why they're not bothering with the Xbox One in Japan, Nintendo as a firm grip currently in Japan and pretty much controls the market there.

Xbox 360 was so ridiculously undersold and underused in Japan that I don't even think they'll bother with the Xbone.

Guess this sorta explains the absence for some Asian countries not getting Xbone Live.
Just to clear it up, 1.4m is recommended space. There's no requirement, but I imagine it's simply for the games that use Kinect.

Given that you need the kinect just to turn the sodding thing on I wouldn't be surprised if very few games work properly if you don't have the recommended space AND sit in the recommended spot.
