Between Egypt and Israel, you really don't know which of this two is more oppressive.

What should have the IDF done, especially considering that (if I remember correctly) Hamas used frogmen to go into Israel during the past war.

They're fishing boats, they won't be able to outran nor oppose Israeli warships. Just board thos boats and arrest them for illegal fishing.
