They're not in control, but they're not being controlled.

The government gives a shit, they're just having an incredibly hard time controlling it.

Not a warmonger or anything but full blown joint operations with the Mexican Army would break the cartel's spine. The US has a large amount of troops we could get into Mexico in less then half a day, wipe them out, and be back in time for cornflakes the next morning (Exaggeration). What were Anon going to do?
