If the government didn't give a shit, they wouldn't be using their full fledged military to fight these cartels, they wouldn't be going into their own villages and searching house to house for cartel members and leadership. The government gives a shit, they're just having an incredibly hard time controlling it.

I would have anonymously released the information and leaked it out. I wouldn't claim responsibility nor link it to the hostage. Logically it makes the most sense. If they have to focus on defending themselves, they would be more willing to accept a ransom or simply release the prisoner.
