I have mixed feelings about this.
I am happy that german user are now able to enjoy music and music videos but I am not sure how to feel about Youtube giving in to GEMA's demands.

I wonder if they really did, or if they arrived at a resolution trading lower long-term fees for those retroactive payments.

(For anyone not from here: The situation in Germany with the GEMA is [URL="http://germanitlaw.com/new-court-ruling-on-gema-and-creative-commons-licensing/"]pretty ridiculous[/URL], in that if you play music (semi-)publicly or use (most kinds of) music commercially, [I]you[/I] have to prove that you [I]didn't[/I] use anything licensed to/by them by sending them a [I]detailed[/I] track list according to the GEMA-Vermutung (GEMA presumption). It goes completely against the normal burden of proof principle.

The organisation also doesn't let artists release any of their works for free if they're a member.)

This applies to videos that are manually or otherwise flagged by the artist in question.
For example, if someone copies your song you too can go through YouTube's copyright violation system to have it taken down (or have the video's ad revenue redirected to you iinm).
