Doesn't look like he did anything particularly interesting, just tagging. The latest tag they're accusing him of doesn't look much like his though. I'd be inclined to believe that wasn't his and that Neo's more likely just a common nickname.
This is from 2011. Interesting nonetheless. Honestly as others have said it isn't really good art, just tags.

In fact they never really use the words good, they just say "prolific" and "most wanted", which is very accurate. Another article said "Graffiti legend" which I felt wasn't accurate. His tags aren't at all better than most that I see on the train into Philadelphia. I do agree that tags can be amazing, and have seen some great ones myself.

I wonder if him being a former cop helped him tag without being caught for so long. I mean, since he would know some of their procedures, tricks, and methods.
I'm going to go and say that the tag in 2009 wasn't his. I'd put money on it being some shitty toy who doesn't already know that someone else uses/used the name neo. At least learn a little about the artists from your area to avoid shit like this.
