I don't remember setting any cat on fire in my childhood... With or without videogames, they need some serious therapy.
There are multiple factors which can be brought into this
Minors can't properly filter all the shit they see on TV and in games
American news media runs sensationalist reports 24/7 on school shootings
There's a fair chance they've played violent video games
Shitty parenting means these kids' issues haven't been properly brought into light
Kids are very likely to be influenced by eachother
etc
But obviously media is going to take the short cut and single out video games from the above

these are the 2 main reasons for this, mostly the bad parenting part.
I remember when I was little if someone was irritating me up the wall and across the ceiling I'd just insult them or want to strangle them - mostly due to Bart & Homer from the Simpsons - but I never acted on it, it was more of a passing phase where anywhere from a minute to ten minutes later me and the annoyance would be best friends again or ignoring each other.
Timothy Rasmussen must meet a lot of interesting people in his job to think that setting animals on fire or running around hitting people with sticks is normal. The worst I saw or heard any child do to a animal in my town growing up was kicking a dog off a porch because it stole his food.
It is my personal belief, that while video games -can- have an affect on children and how they think (especially when violent mature games are introduced to a kid that's between 3 and 6) but it isn't going to be the 100% reason someone grows up/suddenly turns into a killer and violent person.
I am strongly for the idea that how someone acts when they grow up depends on how their social lives go, what they have access too and what they don't have access too (Rich? Poor? Do they have the ability to get their hands on any drugs?), if any traumatic or huge events occur that would temporarily 'put them out of their place', and parenting.
Parenting, or the lack of it, can be the deciding factor in how people act. That and if parents notice (or even ignore) warning signs that something is wrong with their child.

what you said is what generally happens, shithead parents can't be firm with their kids, allows kids access to shit they shouldn't have/watch, said child get influenced by it in a bad way, this is (one of the many possible) results, you know the funny thing is most people are aware the bad parenting is the true reason for most of this shit, they just kinda refuse to accept it lol, easier to blame something else.

10 and 11 year old kids don't have direct access to those games and if they are playing violent games its because of the parents
It's just as stupid to blame video games for violence in children as it is to not blame them for violence in children. All the studies suck dick because they're performed from a biased perspective, even the ones that are like, "Well, we were trying to prove video games made you satanic, but we actually found they give you superpowers". It's all horse shit, and to me it seems reasonable that playing certain video games, namely the most popular ones around right now for children, could have an impact on their psyche, or at the very least augment their social issues.

It's true, these kids turn out like this due to multiple factors, not just "oh it was games" or "oh it was bad friends", it's a mixture of various factors that unfortunately come together and turns them into this, yet many like to just tunnel vision into a single reason for all of this.
Unfortunately this issue does not have a simple answer.
We don't have enough details to start blaming anything for causing this
