Howcome it costs so much to remove 300 speed cameras? Do they have to be de-activated or something?

They did the same thing where I live A lot of people where speeding, they started putting in cameras to catch people. Then everyone stopped speeding, they turned them all off, and now everyone is speeding again. Not to mention they're rather dangerous. I've been riding down the road before at like 3am, and saw one of them go off, they produce such a bright blinding and distracting flash.
Speed Camera's are dangerous. My driving is a little more erratic when I see the signs because I am looking all over the place for them. They should just do away with all of them so I can fly around properly.
