What it really looks like is Streets of SimCity with significantly more development time. Like somebody must've worked on both games or something.
It has problems, but could definitely be improved with a remake. And since Take Two apparently bought some of GameTek's assets around the time they went into bankruptcy, it would make sense that they got the license for Quarantine. Hell they could put one of the Rockstar studios on the project and it'd probably be great.
