You should be able to find places that rent gear out locally near you as well as lens rental won't do bodies so no video, search them up on google and get their prices, because it can vary a lot.
D5100 if you need video, and are comfortable with Nikon already. A kit lens with a flash (SB-600/700) would be fine, at least it was for me. Tamron 17-50 2.8 is a very good performer. Maybe a 35mm 1.8 prime would do well too, the prices seem pretty good on the site, so you could rent a body locally and maybe a few lenses through that?
$300 over a 3-4 day period seems like a lot to spend when you're just starting to stop using auto.
By the time the 3-4 days are over you'll be just getting used to how to use the equipment.

How much video will the 16gb memory take? I don't think it will be a problem, maybe I'll just take my laptop too so I can do transfers to the laptop when needed.

4GB or 10 minutes, whatever comes first. I think you could stock up on a few more memory cards just to be safe as you can constantly shoot, but with a laptop you don't need to worry about space. It would be worth your time enquiring if flash photography is allowed, as it will be quite dark. The D5100 + a wide aperture lens will get you good results in low light.
If you want to go wider, [url=http://www.lensrentals.com/rent/nikon/lenses/wide-angle/tokina-11-16mm-f2.8-for-nikon]this lens is quite praised[/url] but possibly too wide for the event? Didn't know Tokina did a 16-28 but it should be very good, 17-50 2.8 I have is very good especially for the price and the only bad thing is distortion and it feels a bit cheap.
A tripod could be a hassle in an area with a lot of people, with a high enough iso setting and wide aperture you might find yourself just lugging it around and that's no fun. If you want to shoot a lot of video you should take a look at investing a video stabilisation rig for a DSLR, and to be safer a Tamron 17-50 2.8 VC or equivalent lens with stabilisation (Nikon's is called VR).

There's only reason to get that flash if you're going to be bouncing it.
Also that wide lens is designed for full frame bodies, you'd be paying for optics you'd not be using.

The D5100 takes SD memory, not compact flash.
I don't see the need for attempting to film the MLG providence when you aren't too confident with photography yet alone cinematography .
