I don't think he's using the explanation as an excuse to dismiss things.
He's just saying that unstable physical development and a stressful lifestyle can be contributing factors to people developing the mindset that leads to these sort of incidents.

They are biologically predisposed to being horny fuckers. That is literally all he was saying, that when you have a ton of really horny men, who are for the most part cut off from any release, it creates the possibility of rape.

Hormones (Testosterone) does increase aggressiveness, and rape is often about control and domination of another person through physical aggressiveness.

except he isn't. his comment is implying that in an organization that primarily employs people between the ages of 18 into the early 20s or so, who work and live in very close proximity with one another, it should be expected that there will be problems with sexual assault. By the way, both women and men are victims of rape in the armed forces.
He goes on to point out that it's still unacceptable and that we need to address the problem. What's the deal?

hormones do create the sexual desire. you forget that rape/sexual assault is pretty nuanced and covers a lot of different types of behavior. a lot of rapists probably don't even realize that what they do is indeed rape. our culture itself normalizes many types of sexual assaults and passes it off as normal sexual behavior. so someone who has a strong sex drive and assertiveness might commit a very bad act because they don't actually understand that what they are doing is wrong.

Not only is it more mainstream it's far more accepted. You see more outrage at a woman getting hit by a man than a man getting hit by a man.

That's a hefty generalization you got there. There are many, many reasons why different individuals join the military and I seriously doubt "because they're angry and aggressive" is even a marginal amount of those reasons.

well violence is normalized in general as being masculine and powerful.
but yea violence against women is to a great degree normalized. particularly sexual violence. not just through media but through our culture as a whole. while it may or not be glorified, it is generally thought of as normal or acceptable to a certain degree.
an example of the normalization of sexual violence against women is "slut-shaming".
