It looks like you duplicated the layer, blurred it, and then changed the layer to affect the one under it in a way you liked.
It looks worse.
You have a long way to go with editing, it seems to follow exactly what Dog-gy said.

I didn't think it made it look worse really, it fixed the harsh over exposure on the sidewalk and gave the image better technical quality.

If you're going to edit something, do it only slightly. Sort of like what I did here.
It's a little on the blurry side. The colours of the car look nice though.
I gotta say you made it look worse.

Looks like some high-pass top layer or something.
It broke the ground though. Look closely, the floor in the edited picture looks like it's been Posterized.
You missed a spot.
Duplicate -> Gaussian Blur -> Overlay
Pick a better picture.
