Probably never, unless they plan on hemorrhaging cash to try and secure its place in a market. If you sell software massively discounted occasionally all it costs you is server maintenance and bandwidth for downloads but this has actual manufacturing costs per unit.

This was my thought as well. I'm not exactly expecting HL3, but I'm not going to buy a Vive to just play TF2 in VR.

If there isn't HL3 taking advantage of the VR then I don't plan to invest in a VR system for quite a while

Yeah and after the Rifts price was too god damn high it's not looking hopeful for the Vive.

That's based on old comparisons back when the Rift was expected to be a mass market product. Oculus noted the existence of other products fulfilling that role such as Razer's OSVR headset, and decided to use all their insane R&D money to make their first big release a high quality one, hence the rift costing 600$ instead of 300$.
The Vive's development kits are indeed better than Rift's second development kit, but the Rift's second kit was released quite a long time ago and is a far cry from their consumer release.
The Rift at current is far far lighter (and thusly more comfortable) than what we've seen from the Vive. Both headsets are also fully capable of room-scale experiences (walking around) if you buy the hand-tracking controller accessory later this year.
The Vive has a camera on it so that you can see obstructions when walking around if you get too close to them, but don't expect the Rift to not be similarly capable of at least showing you when you're getting too close to a user-defined wall of your playable area.
Both devices have high quality screens with very minor pro/cons between them.
I would be happy with the vive being $700 even. It was known it was going to be more then the Rift, which was suppose to be the cheap, but good VR headset, not this $600 bullshit.

If infact it is, my only concern with HL3 coming out with this is the hope that they don't break the HL3 experience for non VR users

I really doubt it
my first proof of this: They make unbelievable ports to basically very console and system that exists, even if they have been abandoned

they actively make it [U]available[/U]. They've even gone so far as to bind the ps3 and PC version together. If they had their way, they would have every platform able to run their games together but, that's far too impractical.
They're pretty much FORCED, to decrease the pricetag over the Rift, but it may be so tiny it's not worth to mention. But I have to hope.
So hey, there might be a good reason to go HTC on this one

I figured the Rift would release before the Vive would even pop up, I think I might switch my pre-order over to the Vive as soon as it opens up

I don't think so because facebook's got 36 billion dollars and valve + htc only have about 5 billion all together.
My bets are on around 800-850$ for vive. Comparable to rift + touch and a little extra.
