I thought one of Valve's requirements was to have an executable and it be runnable before you could sell it, at least?

What Valve requires and what Valve actually enforces are two very separate realms.

So it basically doesn't have anything else.
And people wonder why I don't buy anything from steam without at least a good few weeks of waiting for reviews and shit to propagate. Can't just something anymore just because it happens to be on steam. You used to be able to at least guarantee that games were at least okay when they were on steam, it had a barrier of entry that was more than "I downloaded RPGmaker/some unity store assets and have $100."
It makes me really mad when I see minor tibbits of effort in absolute garbage. In what right person's mind would they decide "Yes, I'll release this. This will cost me to put onto steam and the dough will roll in any minute now!" when it looks like some University Student's work.
