Don't dig yourself into a deeper hole by lying to the cops. Just pay your fines and get over it.
Quad bikes are fuckin' dangerous, turn too sharply going 40mph and it'll roll over and crush you. Get knocked by a car, it'll roll over and crush you. If you have power steering, the slightest twitch can put you out of control. If you don't have power steering, the slightest bump can yank the handlebars so far to the side you won't be able to pull it back before you hit the road again. Anyone who thinks it's a good idea to take even the slightest risk on a quad bike is a mug. I've been in an accident while riding a quad bike, and even though it was pretty minor it was scary as hell. The police are saving the guy from himself here more than anything.

It sounds like either you were on a really shitty one or you were a very incapable driver who should not have been on one.

I agree with you on the car part, but taking a quad to the streets is just dumb in itself, they're not designed for that. I've been in a couple quad accidents myself and they were all my fault, not the bikes. If you're interested what accidents were those, one was in the winter when I went through a rather large not completely frozen puddle, later I slammed into a tree at full speed, cause the throttle wire froze. The other one was when I drove into a lake a little bit too quick and launched off flatout-style. I came out fine out of both and so did the bike. Quadding is safe as hell if you're not dumb and they don't kill you when you look at them weird.
I broke all my ribs and punctured both lungs on a quad back in 2005. I was being really reckless and paid the price.
I ran myself over in an ATV. I took a corner from gravel onto pavement(in my friends back 40) and the change in traction somehow threw me off the ATV and in front of it I still don't know how I did that. Why you would ever drive it on the road is beyond me.

As long as you're sensible you're going to be fine offroad as long as you don't do upwards of 30mph. The accident I had was about 8 years ago, I was a reckless little teenager at the time so it was my own fault coming from not being sensible, but in any other vehicle I'd have been fine.
