What if one of his friends starts a cross country run to raise awareness on careless driving and then he is killed in some circumstance so that guys friend starts a cross country run...

Maybe he should just drive instead.
That's really awful, his son takes his own life due to bullying, so he tries to raise awareness of bullying in his memory, only to be killed by a careless driver. Life is really unforgiving a lot of the time.

It's possible that the driver was cited based on the idea that the pedestrian always has the right of way. It doesn't mean the guy walking on a road isn't a dumbass for doing so.
On Google maps that road in the area they indicate is not really a good road to be walking on. It's clearly not designed for it.

I've been bullied before, and I have also bullied people, and I am most definitely not proud about it.
Bullying is very bad, nobody should do it, and you should step in if you see it happening. Just have the balls to end it, unlike me.
