I don't think it matters if it's satire or not. The guy obviously put effort into making it, and if it is satire then fair play to him. If not, then the more he works at making this sort of thing, the better it's going to get.
I hardly think people jumping aboard the "Haah so autistic/cringey" bandwagon would help him improve in that case.

Just as an afterthought, I think that this argument outlines one of the major pitfalls of making Satire. If you're going to go down that route, always ensure that somewhere down the line, you've gone on record to confirm that is infact satire.
If you don't, you're probably going to cause a lot of confusion amongst the people who aren't clued in.
