You do know there is a difference between Program and Programme right? Program we use for television or computing, Programme is usually a list of features of an event or show.
Centre and Center we use generally as City Centre or Shopping Centre but if you were talking about a shape or where you're going to meet you'd say Center of the city or Center of the park or even to point out how silly English can be: The center of the shopping centre.

American English tends to look and act more Germanic, admitting its earlier roots. British English prefers the styles of French (which is, by the way, even [I]more[/I] redundant than English), and therefore spells like that. Neither dialect tends to take much notice of Celtic or Norse things any more, though. There's not really a 'right' or 'wrong' way because each dialect has a different idea of what makes the language beautiful or otherwise good.
