The listing, "Adolf Hitler, John...666 Heltz...la," puts his supposed residence in Los Angeles.
It was part of a batch of roughly 200 voter registrations that election officials say were flagged as possibly fraudulent, forged, or duplicated by the group that collected them, FieldWorks, a private Washington, D.C. based firm.

Some employees of ACORN (an organization which, among other things, helped people in urban areas register to vote) in a few cities were lazy and filled out voter registration forms with obviously fake names and info and handed them into their bosses (so they'd have like 40 or however many registrations they were expected to hand in without having to actually do the work) and the McCain presidential campaign and the right-wing media/thought-o-sphere turned it into "voter fraud" and, later, after the election was over, "voter fraud that stole the election for Obama" despite the fact that none of the fraudulent registrations could have ever conceivably been used to actually cast votes because they obviously would have been rejected by whichever department it is that processes voter registration forms the moment they were recieved.
It's an example of how something which is pretty much patently false can become a widely accepted "fact" with enough media manipulation and saturation.

What? A felony is just a serious crime (i.e. generally punishable by about a year in prison minimum), there are both state and federal felonies. Election fraud is a state affair.
