The document focused on analysis and did not contain policy recommendations.
No 10 said at the time that government drug policy was working and there was nothing in the Home Office report that showed the government had to change tack.
But Baker revealed on Friday that the original draft had contained policy recommendations that, on May's orders, had been removed prior to publication.[/quote]

I mean who really cares about this, how about the fact that information relevant to a government inquiry into child abuse has mysteriously disappeared and that she's appointed two people involved in the inquiry to chair it and now cause they can't find anyone to chair it they're looking to drop it to restart the inquiry?
The whole thing's a shambles whenever she's involved now.

The whole report was a bit of a political football game. The Lib Dems commissioned it to force the Conservatives to explain why they wouldn't do what it said, and the Conservatives responded by suppressing its recommendations.

Is it possible some people (especially younger users) get involved with drugs on ANY level, be it prescription, cannabis, powders or needles, because it is illegal? I know we all get that adrenaline rush in breaking the rules from time to time and I'm curious to know if that's really part of the high from early drug users. Defiance and rebellion.

It is possible, but at the same the illegality makes it undesirable for others. The point is people find, use and abuse drugs whether they are legal or not. Making them illegal simply drives the process underground and funds illegal organisations, puts the users at more risk and lead to loss of potential tax revenue.

I mean you can buy poppers from the off-license just down the street from where I live. They are sold as room odourisers and have "Not For Human Consumption" printed on them. People are always going to find loopholes or some way to circumvent the law one way or the other if there is a demand for it.

much like people like to just have a drink for the sake of having a drink and unwinding, I like to smoke weed in that very same manner. there's no thrill from breaking any rule about it, just an enjoyment of unwinding and stress relief.

I used to be the same way before I stopped outright. However, my question was more targeted towards the younger demographics of, say, 13-18 rather than an adult.
