I use to think Cee Lo was rap, then I listened. Like TH89 said just because its a black guy making music, its not always rap.
Frank Ocean isn't rapping, he's singing, and the beat is fine, and none of it is autotuned or pitch corrected.

There's no auto-tune until the chorus. In fact, I think he's making fun of it. I would call this R&B, which is kind of a more melodic style of rap I guess. Also, rap is a style of singing, whether you like it or not. I've heard much worse.

The part that many of you think is autotune is just double-tracked. There might be some subtle autotune on the whole song, if not this man is very good at perfectly hitting notes.

The whole song may or may not have some minimal autotuning but that's pretty par for the course with anything that's not screamo or whatever. It's certainly not "autotuned rapping," that's just dumb.
