My mom used to always tell me the tale how her friend lived near power lines and people in the neighborhood (mostly young) all developed cancer sooner or later. I won't zap her with this one

If I'm not mistaken, they light up because a strong current through a wire generates strong magnetic field. Since there is a hell of a lot of current running through those lines, there is a strong enough field for the bulbs to light up.
Well it's a strong electric field, but yeah. The field induces current in nearby metal objects. Supposedly the induced current would be between 20 - 200 microAmps. Which is tiny, far less than you could feel - you might even be able to get it to fluoresce with static electricity. Normally they'd draw ~40mA on mains voltage.
