From what I can tell, they actually thought he had a deadman switch, that's why they shot him. He had his right hand in his pocket, where the explosives were, and when the officers demanded him to remove his hand from his pocket he refused, and continued to walk towards them. There were 3 total shots fired, and a sniper took at least one shot. They wanted him to go boom-boom before he reached anyone.
