Among the features of Mountain Lion:
— The new software will have better integration with social networks such as Facebook Inc.'s. It will have built-in features to facilitate sharing on
Facebook, Twitter, Flickr and other services. For instance, you'll get notifications when you get a message or a mention in a Facebook or Twitter
post. You need to sign in only once, and you can share directly from other apps you are using.
— Power Nap keeps your Mac updated even while it's in power-saving "sleep" mode. It will get your email messages, back up your files and download
software updates automatically. It will work with recent MacBook Air computers and the higher-end MacBook Pro model, the one with the sharper,
"Retina" display.
— A new Messages app, copied from Apple's mobile operating system, will replace iChat. It will allow you to send messages to other Apple users,
whether that person is on a Mac or an Apple mobile device.
— Mountain Lion will be integrated with iCloud, the new Internet storage service designed for the mobile devices.
— The software will bring dictation to Macs, essentially allowing the computer to type as you talk.
— Game Center will store high game scores and help users find opponents on both Macs and Apple mobile devices.
Apple said the Facebook integration features won't be available right away. The company did not say exactly when in July the Mountain Lion software
will be available, nor did it say when the Facebook features will be ready.
Upgrades will be available as a download through Apple's Mac App Store. Those upgrading must already have either the Lion or Snow Leopard
operating systems on their Macs.

This isn't a new OS. It's an update.
You have to pay for Mac updates.

Considering it's not that major of an update, $20 is probably the most they could get away with. This really does seem like more of a service pack than a fully-fledged update.
I won't be upgrading to it myself, upgrading my MBP from Snow Leopard to Lion actually made it run worse than before.
I swear it hasn't even been that long since I upgraded my Macbook to Lion.

Windows OS updates and Mac OS updates are different. They don't use the same numbering system or update method.
This Mac update is the same a Vista to 7, as are all the other ones you pay for. They just release more frequently instead of every 3 years like Microsoft.
You still get bug fixes free, just like you do in Windows.

I would hardly call a minor update like this equivalent to the change between Vista and 7.

Apple releases these releases on a yearly basis, Microsoft on 3, if you were to add up the cost of buying 3 versions of the newest Mac update against Windows the prices are closer and the amount of features/additions would be nearly the same.
If you were to split new versions of Windows into a third it would look similar to this.

How is it trying to emulate a smartphone? People use desktops and laptops all the time to access social websites, so how is including built-in support for it a smartphone only function?
It's hilarious how Android has had complete social-network integration for years.

Messaging app. People use messengers all the time on desktops/laptops.
Game Center. Probably won't get used but it's odd that no one called Vista a smartphone OS when its game center was added. Not to mention just because it was on iOS first doesn't mean they're trying to make OS X a smartphone emulator.
iCloud. People use cloud storage all the time. If I install dropbox, am I closer to a smartphone than a desktop?
Dictation isn't really new either or smartphone specific either.
It doesn't make sense to me. I could see how one could argue that Windows 8 is smartphone/tablet oriented, but going through the changes in Mountain Lion I don't really see it. All I see are features, some neat, others not. Some may have existed on iOS first but that doesn't meant that they can't later be implemented elsewhere or that they're smartphone specific.
Probably not worth the money.
